Thomas Burroughs from the New York State Police told Patch Thursday that State Troopers will shut down the highway completely at approximately 2:15 p.m. for about 10-15 minutes in order for State Troopers to do an accident reconstruction. Sgt. Burroughs said it appears as if one vehicle in the I-95 Southbound lanes rear-ended the other vehicle, causing it to flip, but that could not be determined at this time.
