JUSTICE FOR HENRY DANG

wlpdchairman@windsorlockspolice.com.  THE BELOW POST, IS A REQUEST FOR YOUR HELP IN GETTIING JUSTICE FOR HENRY DANG . I ASK YOU TO  JOIN ME “NOW”IN ASKING THAT THIS CASE BE REOPENED IF YOU AGREE WITH ME THAT”SOMETHING IS ROTTEN IN DENMARK????

The statute of limitations for a felony is (5) years. Three of those years have quickly passed. There are two years left to arrest those who have avoided justice. The basis for reopening this case is the evidence that was presented in the Frank Rudiwizc Independent Investigation that the Tax Payers paid $38,000 for and yet nothing was done with it except to terminate Robert Koistinen employment with the Windsor Locks Police Dept. The Police Commission was asked if they were going to request that an arrest be issued for the then Chief John Suchocki Jr. based on evidence presented in the Rudiwizc Report. The usual answer was received,” Thank you for your Input” and the question was ignored and was never answered!!!! It is not too late for the Police Commission to request that the Henry Dang Investigation be reopened.

Rudiwizc, concluded that there was No Cover Up by officers on scene. My conclusion is that the Cover Up was one of Silence (hear no evil, speak no evil, see no evil) The Henry Dang Fatal Accident needs to be reopened based on the following which is taken from the Rudiwizc Report. "The command of any incident with respect to which the assistance of the NCMREST3 is requested shall be and remain the responsibility of the Chief of Police of the Participating Town in which the incident occurs." We find that this failure of the police to require testing is a violation of Connecticut State Statutes, specifically, CGS 14-227c and the primary cause of the public controversy involving this investigation. The ultimate responsibility for the failure lies squarely on the shoulder of the investigating officers, but in this case the Commander of NCMARS Captain Bourque, Team Leader Jerry Dowd, and ultimately Chief Suchocki, as the Chief overseeing NCMARS, but more specifically as the Chief of the Windsor Locks Police Department. .

Finding: Chief Suchocki violated Windsor Locks Policy and the Regional Agreement by delegating the investigation to NCMARS in the manner in which he did. He did not provide adequate leadership throughout the investigation. At a minimum, he should have ensured that certain critical investigative steps were taken. Past practice was consistent with delegating responsibility to NCMARS and Captain Bourque for management functional positions, but more specifically, as the initial ranking officer on. However, it is our finding that Chief Suchocki was the ultimate person in charge, both from his scene. Remember, Attorney Kevin Deneen had this Report in hand three days before the Police Commission allowed Suchocki to retire with a Pension that was, in part, paid for with your tax dollar. I ask again, that you join me and ask the Windsor Locks Police commission and the Connecticut State Police to reopen this case before it is too late!! The third anniversary of Henry Dang’s death will be here soon and all of the guilty have not been called upon to face Justice!
