Pair Sentenced To Prison For Roles In 2018 Windsor Locks Homicide

A man and woman who pleaded guilty to involvement in the stabbing death of the woman's father received prison terms this week.

HARTFORD, CT — A man and woman who pleaded guilty in connection to the 2018 stabbing death of the woman's father in Windsor Locks were sentenced to prison terms this week.

Quahzier Bouie, 28, was sentenced Wednesday by Judge David P. Gold in Hartford Superior Court to 20 years in prison. On Thursday, Jessica Keene, 28, was sentenced to 20 years in prison, suspended after seven years, plus five years' probation, according to Sharmese L. Walcott, Hartford State’s Attorney.

The body of Keene's father, Michael Keene, 51, was found Nov. 27, 2018 in a storage bin in a condo shared by the couple. Before discovery of the storage bin, the victim had been reported missing for about two weeks. Court records indicate he had been stabbed five times in the neck and three times in the back, Walcott said.

During that time, Bouie and Keene went on a spending spree with funds from Michael Keene and his mother’s pension and Social Security that was accessed via a debit card known to be in his possession. Purchases included new cellphones, cash on prepaid cards, plane tickets, car repairs, bleach, trash bags and air fresheners, Walcott said.

Bouie pleaded guilty to first-degree manslaughter and tampering with physical evidence on Oct. 5, 2022. Keene pleaded guilty on Dec. 8, 2022 to accessory to first-degree manslaughter, according to Walcott

"What we do know, for certain, is that Keene and Bouie were in this together," Walcott said. "Justice was completed today. Both Keene and Bouie will serve a period of time in prison. Both Keene and Bouie will be convicted felons. We may not know exactly which co-defendant is responsible for what, but we know that Jessica Keene and Quahzier Bouie are responsible for the death of the man who took them in, put a roof over their head, and food in their stomach. These sentences acknowledge all of that."
