1st Degree Murder Charged Filed In 2021 Fatal Shooting Of Jacques Russ Of Northeast

DC police detectives charged a man with first degree murder in the December 2021 fatal shooting of 44-year-old Jacques Russ Of Northeast.

WASHINGTON, DC — Acting on a DC Superior Court arrest warrant, members of the Capital Area Regional Fugitive Task Force arrested 21-year-old Jamaarr Terrell Morgan on Tuesday in connection with the fatal shooting of 44 year-old Jacques Russ of Northeast, according to a police release.

Police charged Morgan with first degree murder while armed (premeditated).

Russ was found by police around 6:50 a.m. on Dec. 14, 2021 in the unit block of 61st Street, Northeast. He was unconscious, unresponsive and suffering from a gunshot wound. Emergency personnel determined Russ showed no signs of life and later transported him to the Office of the Medical Examiner for examination.
