2-Year-Old Girl Cited for Littering in DC: Reports
After a public backlash, it appears the city is backing down.
WASHINGTON, DC — She's tiny, has blonde hair and looks absolutely adorable — but to the city of Washington, D.C., 2-year-old Harper Westover is a troublemaker who has run afoul of the law.
Little Harper's family were taken aback recently when they got a $75 citation in the mail for littering. Why? Someone found an envelope on the ground with Harper's name and address written on it near an alley in Northeast, according to multiple media reports.
Even when her mother, Theresa, contacted the Department of Public Works to inform them they had ticketed a 2-year-old girl, they were rebuffed. That's when her father, Chuck, reached out to the media: first to Popville, which posted a screenshot of the violation.

Then, #FreeHarper started gaining some steam on Twitter, and even Chuck Westover's alma mater, the University of Wisconsin-Madison, jumped into the fray.

It appears the city has gotten the message. The Washington Post reports that D.C. officials are dropping the case.
