Police Nail ATV Rider Who Laughed As DC Cop Fell Off Bike: MPD

In the video, the ATV riders can be seen mocking officers, particularly a bike-mounted cop who fell as he tried to reach one suspect.

WASHINGTON, DC -- Police arrested a teenager accused of illegally riding an ATV through the District and laughing while taking video of an officer falling off his bike.

The video, which is embedded below, is filmed by an ATV rider along with a group of others as police cars and one officer on a bike follow closely behind, apparently looking for an opportunity to grab one of the riders. As the bike-mounted officer gets close to an ATV rider alongside the videographer, he slips and falls onto the pavement, prompting the videographer to laugh.

That videographer has been identified as 18-year-old Nasir Wallace, who was arrested Friday morning, police said in a tweet.

"It's no laughing matter now," the tweet states. "This morning Nasir Wallace, 18, the illegal ATV rider who took video of our officer falling off his bike was arrested and charged with resisting arrest and operating an ATV/dirt bike on public space. #WeWillFindYou"

Large groups of people illegally riding ATVs and dirt bikes through public streets have become a significant problem in the District, prompting a city-wide effort to crack down on them. It's often difficult to arrest them because they travel in groups, and can often easily escape because of the off-road nature of their vehicles.
