Southeast Man Arrested In Fatal Shooting Of Maryland Man

Homicide detectives arrested a Southeast man in connection with the Sept. 17, fatal shooting of Phillip Roache, of Waldorf, Maryland.

WASHINGTON, DC — Homicide detectives from the Metropolitan Police Department arrested a Southwest man Sunday in connection with the fatal shooting of 34-year-old Phillip Roache, of Waldorf, Maryland, according to a police release.

Officers from the Fourth District responded around 11:41 p.m., on Sept. 17, to the 7000 block of Blair Road, N.W., for the report of the sounds of gunshots. Arriving on the scene, a man who was conscious and breathing, suffering from a gunshot wound. After canvassing the area, officers found Roache, unconscious and unresponsive, in the 7000 block of 5th St., N.W.

D.C. Fire and EMS determined Roache was dead and later transported him to the Office of the Chief Medical Examiner. The first victim was taken to a nearby hospital to be treated for non-life threatening injuries.

Acting on a D.C. Superior Court arrest warrant Sunday, detectives arrested Jacobi Williams, 34, of Southwest, and charged him with first degree murder while armed (premeditated). MPD released William's prior arrest history, which includes a charge of assault with a dangerous weapon. At the time of the shooting incident, Williams was under the supervision of the District's Pretrial Services Agency.
