During the operation, an individual who identified himself as “Sam” contacted an undercover FDLE agent who “Sam” believed to be a 13-year-old girl, the department said.

After further investigation and search warrants, investigators identified “Sam” as Kapadia. His charges are based on his communications with the agent acting in an undercover capacity.
