Oxford Exchange Owners Plan 550-Acre Luxury Retreat At Pasco-Hernando Border

PASCO COUNTY, FL — The company behind Tampa’s Oxford Exchange is planning a sprawling luxury retreat on 550 acres straddling Pasco and Hernando counties.

Blake Casper and Allison Casper Adams of the Caspers Company unveiled plans for Clay Hill, a rural development that would include a 130-room luxury resort, an equestrian center, a chapel, clubhouse, restaurants and up to 50 estate homes, in a news release on Wednesday.

About 330 acres of the property are in Pasco County and 220 acres are in Hernando County.

The project is being envisioned as a low-density destination centered on hospitality, wellness, equestrian activities and rural living, the news release said.

Developers plan to preserve much of the property’s rolling hills, oak trees and open space.

The centerpiece would be the Manor House, planned atop Clay Hill, the natural rise that gives the development its name, the news release said. Planned amenities include tennis and pickleball courts, pedestrian and equestrian trails, bike and kayak rentals, yoga and meditation spaces, a sauna and cold plunge.

A chapel overlooking 130-acre Dowling Lake also is planned.

The development would include a working farm and four food-and-beverage concepts, along with programming such as plein-air painting, creativity workshops and community discussions. The property also would host weddings, wellness retreats and corporate events.

The residential portion, called The Residences at Clay Hill, would be limited to no more than 50 estate homes on roughly one- to two-acre lots.

The Caspers Company said Clay Hill is inspired by destinations including Canyon Ranch in Malibu, Blackberry Mountain in Tennessee and Soho Farmhouse in England, as well as South America’s equestrian traditions.

The project draws from the Northeast Pasco County Rural Special Area Plan, which was developed nearly two decades ago following community input, the developers said. The roads will primarily serve fire and emergency access, with an emphasis on pedestrian trails and open space.

Developers also say the project could create jobs, increase tourism and support local businesses while adding to the long-term tax base of both counties.

The Caspers Company plans to hold community town halls as the project moves forward to present its plans and gather feedback from residents.
