NEW PORT RICHEY, FL — It wasn't a rainstorm that was responsible for the loss of power in a New Port Richey subdivision. It was a person.
On Thursday, the Pasco County Sheriff's Office arrested Kevin Sciallis, 40, of Hardwick Drive after he was discovered loitering behind homes, turning off the power to residential electrical boxes.
Deputies said they were responding to a complaint of a prowler when they found Sciallis with pliers and a screw driver. Deputies said he refused to say why he was turning off the power to the homes.
