"It was a traffic-related arrest," she said as to why police stopped Cuadra. "He managed to run from police."

According to arrest documents, Cuadra matched the description of a shirtless man in a black pickup truck who was seen throwing rocks at a woman's window at 4:18 a.m. in the 1600 block of SW 85 Lane.

Police pulled him over when he failed to stop at a stop sign before making a right turn. Police reported smelling alcohol on Cuadra's breath and noted other signs that he may be impaired before placing him into custody.

Arrest documents state that Cuadra "managed to pull his hands out of the handcuffs he had been wearing, then reached through the open rear window" of a a police vehicle to open the door.

Police had lowered the window because Cuadra said he was feeling congested.

"The subject ran southwest bound on SW 163 Avenue," arrest documents state. "He climbed over a 6-foot fence and then fled eastbound" as police gave chase.

K-9 units eventually found Cuadra hiding under a parked car and took him back into custody.

"The subsequent investigation of the initial throwing a deadly missile charge revealed that the defendant was merely tapping" the woman's window with "small stones to get her attention," according to the arrest documents.
