Assistant Tampa Police Chief Fired, Alleges Retaliation: Officials
After 29 years with the Tampa Police Department, Assistant Chief Ruth Cate was fired "for failing to meet expectations," officials said.
TAMPA, FL — Tampa Police Department fired Assistant Chief Ruth Cate on Wednesday “for failing to meet expectations required for the role,” according to a news release from the department.
Cate, who worked for the department for 29 years, was promoted to the role, overseeing operations, in February 2025 by Chef Lee Bercaw.
She was told during a March 20 meeting with Bercaw and the employee relations manager that, as an at-will employee, she was being terminated.

At her request, Cate was allowed to retire and use her accrued annual leave, and agreed to announce her retirement on March 23, police said.
Instead, she hired an attorney, and on March 23, Cate “raised concerns alleging retaliation,” according to the department.

At that time, she was placed on administrative leave to allow human resources staff to review her allegations, which is consistent with the department’s standard protocol.
Cate and her attorney met with the human resources department on March 24 and filed new complaints that will be reviewed by the city, police said.
Details about the complaint weren’t released by the department.
Her allegations don’t affect the chief’s decision to fire her, TPD said.
"The Tampa Police Department remains committed to fairness, professionalism, and the equitable treatment of all employees," Bercaw said. "We will continue to uphold the highest standards of accountability and service to the department and the community. The department is made up of strong, qualified, and well-trained leaders who will ensure a smooth transition while remaining fully committed to our mission of keeping our community safe."
