Man Arrested Following Fatal Hit-And-Run On Frankland Bridge

A 33-year-old Temple Terrace man has been charged with leaving the scene of a fatal accident after a 19-year-old Iowa man was killed.

TAMPA, FL — A 33-year-old Temple Terrace man has been charged with leaving the scene of a fatal accident after being accused of hitting a person outside a stranded car on the Howard Frankland Bridge.

According to the Florida Highway Patrol, around 1 p.m. Thursday, a 16-year-old driver from St. Petersburg pulled over onto the shoulder of the bridge after experiencing car problems.

The driver and his 19-year-old passenger from Sioux City, Iowa, were standing outside the car, looking under the hood when Rosanio Rafael Bartolon-Morales, who was driving a pickup truck with a utility trailer attached, drifted out of his lane and onto the shoulder, striking the 19-year-old passenger, according to troopers.

The passenger died at the scene.

Troopers said Bartolon-Morales continued driving until his pickup truck was blocked in by several drivers near Kennedy Boulevard who witnessed the accident and called 911.

Troopers arrested Bartolon-Morales and charged him with leaving the scene of a fatal crash resulting in a death and driving without a license. His bail was set at $17,000.

The name of the teen who was killed has not been released.
