Police Impersonator Accused Of Battering 2nd Tampa Woman
Justin Evans, 35, is facing multiple charges including impersonating a public officer, sexual battery and false imprisonment.
TAMPA, FL — Following publicity regarding a Tampa man who was arrested after being accused of impersonating a police office and sexually battering a woman, a second woman has come forward to say she was pulled over by Justin Evans, 35, as well.
According to the sheriff's office, just before midnight on Aug. 9, Evans began following a vehicle carrying three women from the Bull Market convenience store at 13742 N. 42nd St. in Tampa.

Shortly after, he pulled the women's vehicle over on 42nd Street, pretending to be a police officer, including equipping his 2016 Chevrolet Malibu with LED flashing lights mounted to the dashboard.

The woman driving the vehicle pulled into the Willow Brook Apartments at 14417 Hellenic Drive. Evans, who was wearing dark clothing, approached the vehicle and identified himself as a law enforcement officer who was conducting a narcotics investigation. All three women were ordered out of the vehicle and told to put their hands on the hood while Evans conducted a body search.
Deputies said Evans told one 27-year-old woman she was under arrest. He tied her hands behind her back with a zip tie then placed her in the backseat of his car. Deputies said Evans drove her to a nearby apartment complex where she was sexually battered inside his vehicle.

Deputies said Evans later drove the woman back to the location where he stopped her car and let her out. The woman reported the rape to the sheriff's office.
Around 3:30 p.m. on Aug. 10, Evans was located driving the Chevrolet Malibu identified by the woman on Bruce B. Downs Boulevard in Wesley Chapel.
After realizing he was being followed, Evans left his car and fled on foot into a wooded area where he was arrested by deputies. Evans is currently being held in the Pasco County Jail.
Also on Aug. 9, a second woman said she was driving with her 7-year-old child around 9 a.m. in the area of Brooks Street North and Busch Boulevard East when she noticed a dark-colored Chevy Malibu with white and orange flashing lights behind her.
She pulled her car over and Evans approached while wearing a vest and hat with the word “Police” on them.
Deputies said Evans removed the woman from her car and searched her. He then left the area.
The woman didn't report the incident until Aug. 12 when she saw a report of Evans' arrest and recognized him.
Video surveillance captured the incident. Evans can be seen driving his car and conducting the fake traffic stop.
Evans is now facing additional charges including impersonating a public officer, sexual battery on a victim over 18, grand theft third degree, kidnapping and false imprisonment.
"It is clear that Evans has no respect for the law," said Sheriff Chad Chronister. "We will continue to investigate to ensure he is held accountable for all of his crimes. Anyone who believes they may be a victim of Evans' disgusting behavior is asked to call HCSO at 813-247-8200."
