According to the criminal complaint, on Nov. 2, Fleer sold the fentanyl and heroin mixture to a person who injected it and died. The Hillsborough County Medical Examiner’s Office determined that the cause of death was fentanyl, heroin and oxycodone intoxication.

For two days after the death, the complaint said Fleer continued to sell the heroin and fentanyl mixture to drug users throughout Tampa Bay.

Last month, Lopez lodged the same charges against Isaiah Reed, 30, Tampa, with conspiracy to distribute and possess with intent to distribute a mixture and substance containing a detectable amount of heroin and fentanyl. If convicted, he faces a maximum penalty of life imprisonment.

According to the criminal complaint, on Sept. 19, Reed sold someone a controlled substance that contained fentanyl, and that person also died. The medical examiner said the death was caused by the combined effects of fentanyl, methamphetamine and heroin.

The cases are part of the Middle District of Florida’s anti-opioid strategy to combat opioid trafficking and abuse. They were investigated by the Hillsborough County Sheriff’s Office and Homeland Security Investigations and will be prosecuted by Assistant United States Attorney Diego F. Novaes.
