Milton’s City Council will meet Monday night to consider possible revisions to parts of the City Code pertaining to alcohol-related businesses as well as plans to turf the two large fields at the Cox Road athletic complex.

As usual for a Regular Meeting of Milton’s City Council, this one is divided into sections with their own groundrules.

- The CONSENT AGENDA consists of routine items that the Council considers collectively in a single, up-and-down vote.
- REPORTS and PRESENTATIONS is where you’ll find proclamations and verbal reports (typically by City staff), after which the Council may offer direction but won’t cast a vote.
- UNFINISHED ITEMS have appeared on previous Council agendas (under “First Presentation”) and will be discussed and voted on at the meeting.
- NEW BUSINESS is the home for items on a Council agenda for the first time that will be presented in some form to Council, discussed in some way, then voted on individually.
Below are summaries of every item on Monday’s agenda.
- Approval of October 4, 2021, City Council Meeting Minutes.
This relates to the “minutes” – or official written record -- of the Council’s last Regular Meeting on October 4. That night, the Council adopted Milton’s 2040 Comprehensive Plan, a guiding roadmap for policymakers that spells out the community’s vision for its future and steps to help realize it. Hydrology and stormwater management at the former Milton Country Club as well as Providence Park restrooms were also discussed at the meeting. Last fiscal year, the City began using ClearGov as part of its online transparency efforts. The programs allowed the City to share details on City revenues, expenditures, debt and specific projects. You can explore it at www.cityofmiltonga.us/transparency. This agreement would extend the relationship between ClearGov and the City.
- Approval of a Professional Services Agreement with KCI Technologies, Inc. for Planning and Engineering Services to Support the Completion and Implementation of a Local Road Safety Plan.
A Local Road Safety Plan allows a community, like Milton, to systematically examine what’s working, what’s not, and what more can be done at the local level to promote and improve road safety. The City began the process of creating one last fiscal year. With the approval of this agreement, KCI Technologies would support the City’s completion and implementation of such a plan.
These items both relate to minor plats. If approved, they would:
- Combine two parcels in The Manor neighborhood into a single 2.69-acre lot.
- Create five lots spread across nearly 17 acres off Freemanville Road. In Milton, AG-1 zoning mandates that each lot must be at least 1 acre. Development proposals that comply with these zoning standards are permitted “by-right” and cannot be rejected if they meet all of the necessary requirements. At more than 3 acres, these would be considered large lots and beyond what is allowed "by-right."
- Proclamation Recognizing Breast Cancer Awareness Month.
About one in eight American women will be diagnosed with breast cancer at some point in their lives, including over 330,000 estimated this year alone. While the death rate is higher than any other cancer except lung cancer, early detection can be critical in saving lives – especially considering that those finding an early, localized stage of it have a 99% 5-year survival rate. This proclamation, which will be co-presented by Council members Joe Longoria and Rick Mohrig, recognizes Breast Cancer Awareness Month in Milton while encouraging women to be knowledgeable about breast cancer and to have regular mammograms as well as self-exams.
- Presentation of Community Development Updates.
At Monday’s meeting, Community Development Director Bob Buscemi will share a number of developments in his department. These include the shift to offering same-day residential plan reviews for permits by the City’s Building Department, which was taken in-house earlier this year (after earlier being handled through a contractor). Buscemi will also share updates on zoning, planning and other matters.
In recent months, City staff have examined Special Event permitting in Milton. The goal has been to make the process clearer and more sensible for businesses and non-profits looking to hold events, more efficient and prudent for City staff handling these kinds of permitting requests, and more reflective of the sentiments of the City Council and, ultimately, citizens. Special Events Coordinator Anita Jupin on Monday will solicit the Council’s direction on possible changes.
UNFINISHED BUSINESS
This relates to potential alterations to Chapter 4, the part of the City Code that deals with alcohol-related businesses. In September, Assistant City Manager Bernadette Harvill walked the Council through an extensive overview of Chapter 4, soliciting members’ input and getting clarification on their vision for alcohol licensing in Milton. This item reflects Council’s feedback resulting in amendments affecting a range of matters based on that discussion.
NEW BUSINESS
This relates to an alcohol beverage license for a Mediterranean restaurant in the Publix complex in Birmingham Crossroads.)
Every year, City staff review and propose a list of companies that can legally serve as waste haulers in Milton and meet the City’s requirements. Waste haulers take away trash and recycling at Milton residences and businesses. This resolution would adopt the latest list covering the rest of 2021 and the subsequent year.
In April, Parks and Recreation Manager Tom McKlveen detailed the state of Milton’s athletic fields and proposed how renovations at the Cox Road facility could serve a significantly larger number of Milton athletes. This item reflects that discussion, potentially setting the stage for Advanced Sports Group to construct two artificial turf fields on the sports complex that the City acquired in early 2020. Once turfed, these multipurpose fields would be configured for use for lacrosse, football, soccer, baseball and other sports.
This relates to the complaint of a Cherokee County resident near Birmingham Park who claims the City has responsibility for stormwater issues – specifically, erosion – on his property.
