Other topics are also on the agenda for what is commonly called CZIM. As in all such meetings, this will be an opportunity for residents’ questions on these proposals to be addressed and their concerns to be heard. To become official, any proposal first brought up here must later go through City committees – tentatively the Design Review Board on April 12, the Planning Commission meeting on April 28, and the City Council on June 7.
This March 23 meeting starts at 7 p.m. in City Hall’s Council Chambers. People can attend there or virtually via Zoom using this Zoom link: https://zoom.us/j/91248652391.

Here are brief summaries of the agenda items up for consideration:
- The owner of a 9.079-acre property at 14140 Freemanville Road wants to divide his track into a six-lot, single-family residential subdivision. The request is to have all lots in the development be 1 or more acres but to reduce some building setbacks that are required under AG-1 – something that is allowed under the Community Unit Plan. For this to happen, the property would have to be rezoned from AG-1 to CUP (Community Unit Plan).
- The owners of the Farm at Pamelot and Painted Horse Winery --
which consists of 3 lots totaling over 18 acres bordering Bethany Way and Hopewell Road and including a single-family residence, equestrian farm, and winery – are seeking three special use permits. Several of these have multiple concurrent variance requests associated with them. The special use permit requests are:
In other matters, City Economic Development Sarah LaDart will offer up a text amendment to amend two form-based codes to reflect recent changes in the City Code pertaining to alcohol-related businesses. If approved, this text amendment would allow breweries, microbreweries, distilleries and micro-distilleries in the Crabapple and Deerfield areas. This aligns with City Council’s approval of the Chapter 4 revisions that opened the door for such establishments in Milton.
According to LaDart, two parties are “actively” hoping to open breweries in Milton now. Those wishing to do so must submit certain information that the City’s Community Development Director will consider before granting them permission to open.
After Tuesday’s meeting, the next CZIM is scheduled for April 27.
