Early Morning Charge of Loitering and Prowling

Around 1:30am on August 26, Athens Clarke County Police officers responded to an entering auto in progress on International Drive.
A resident said he went out to his vehicle to get a book. He saw a white man inside his car, rummaging through the vehicle.
As he called police, he saw the man walk toward the complex entrance. When officers arrived, they made contact with Graham Williams Hines, a UGA student. He couldn't give a logical reason for being at that location at time of night.
The car owner couldn't positively identify Hines as the person he saw in his vehicle and he found nothing missing. Hines, 20, of Herring St, was arrested and charged with Loitering and Prowling.
