Man Threatens People with Stick, Knife in McDonald's Parking Lot

ARRESTS
- Officers responded to McDonald’s, 475 US 29 Hwy N, to a complaint of a person in the parking lot cursing at customers. Contact was made with Byron Kyle Mincey and he was detained. An employee said someone reported seeing a snake in the parking lot. He went out to remove it. He said Mincey approached him and another man with a stick in his hand. He waved it around and then took an ax handle and struck his truck with it. Mincey then took a “big” kitchen knife, waved it around, and threatened them. Mincey, 52, Barnett Shoals Rd, was arrested and charged with Terroristic Threats/Acts.
- As the result of an investigation at the Ruth St residence of Kevin Treon Johnson, he and Dylan Michael Wilcox were arrested around 1:20 a.m. September 22. Johnson, 37, was charged with Possession of Marijuana with intent to Distribute, Possession of Schedule III/IV/V Substance, Drugs in Original Container, Disorderly Conduct, and Contributing to the Delinquency of a Minor. Wilcox, 17, Creek Stone Dr, was charged with Possession of Marijuana, Underage Consumption of Alcohol, and Disorderly Conduct.
- Around 3:30 P.M. on September 21 officers responded to a report of a stolen vehicle from an Old Hull Road residence. A woman said she and the offender, Cicognac Octavius Rivers, were sitting in her vehicle outside her residence. They were arguing and he tried to get her purse. She grabbed it and as she started to exit, he pushed her out causing her to fall to the ground. The woman sustained scratches/abrasions on her leg. Rivers then left in her vehicle. A lookout was issued for the suspect and vehicle. Officers had contact with the vehicle on North Ave and a traffic stop was made. As officers approached him, Rivers pushed one officer and attempted to run. He was subdued without further incident. During a search of his person incident to the arrest a handgun was found in his pocket. A search of his property that was in the vehicle revealed marijuana residue and drug paraphernalia. After questioning, Rivers, 24, Bostwick Hwy, Madison, was arrested and charged with Robbery, Simple Battery on a Police Officer, Battery, Carrying a Concealed Weapon, Possession of a Weapon During the Commission of Certain Crimes, Possession of Marijuana, Reckless Conduct, Obstructing/Hindering, Possession of Drug Related Objects, and Criminal Trespass/Property.
ATTEMPTED BURGLARY

- An Athens man reported an attempt to burglarize his Bentwood Trail residence between 11 a.m. September 20 and 5:50 p.m. September 21.
BURGLARY
- An Athens woman reported her former Erwin Court residence burglarized between 6 p.m. September 19 and 3:45 p.m. September 21. Chairs, TVs, clothing, and a waterfall stand were stolen. The total value was $2,530.
THEFT BY TAKING
- A 1998 Jeep Wrangler was stolen from an Oconee Street residence between 10 p.m. September 20 and 10 a.m. September 21. The vehicle is black, with Georgia tag BVE7222; and is valued at $8,500.
