Biden will attend Tuesday's tribute at Glenn Memorial Church at Emory University in Atlanta alongside current First Lady Jill Biden, Vice President Kamala Harris and Second Gentleman Doug Emhoff.
Other notable expected guests include former President Bill Clinton and his wife, former Secretary of State Hillary Clinton; former first ladies Laura Bush, Michelle Obama and Melania Trump; Gov. Brian Kemp and Georgia First Lady Marty Kemp; Atlanta Mayor Andre Dickens and his daughter; Emory University President Gregory L. Fenves; former Emory presidents Claire E. Sterk, James W. Wagner and William M. Chace; and multiple members of Congress and other state officials.
CNN reported Jimmy Carter will attend Tuesday's memorial for his late wife, citing his grandson.
Shortly after the news broke of her death, the Bidens in a statement noted Carter's accolades.
"First Lady Rosalynn Carter walked her own path, inspiring a nation and the world along the way. Throughout her incredible life as First Lady of Georgia and the First Lady of the United States, Rosalynn did so much to address many of society’s greatest needs. She was a champion for equal rights and opportunities for women and girls; an advocate for mental health and wellness for every person; and a supporter of the often unseen and uncompensated caregivers of our children, aging loved ones and people with disabilities," the Bidens said in the statement.
"Above all, the deep love shared between Jimmy and Rosalynn Carter is the definition of partnership, and their humble leadership is the definition of patriotism. She lived her life by her faith. Time and time again, during the more than four decades of our friendship – through rigors of campaigns, through the darkness of deep and profound loss – we always felt the hope, warmth, and optimism of Rosalynn Carter. She will always be in our hearts."
Biden on Nov. 21 ordered U.S. flags to fly at half-staff until sunset Wednesday. That same day, Gov. Brian Kemp ordered state flags to fly at half-staff from Monday through sunset Wednesday.
Kemp also ordered a state of emergency to allow state resources to be used in Carter's farewell and interment. It coincides with the already in-place state of emergency for inflation and will expire at 11:59 p.m. Friday.
Kemp said in a statement that Carter was a "proud native Georgian" with an "indelible impact."
"Working alongside her husband, she championed mental health services and promoted the state she loved across the globe," Kemp said. "Their marriage, spanning 77 years, stands as a testament to their enduring partnership. Like that marriage, her achievements will stand the test of time and continue to be celebrated by those who knew her best. President Carter and his family are in our prayers as the world reflects on First Lady Carter's storied life, and the nation mourns her passing."
