Winder Issues Two New Requests for Bids
The city seeks a vendor for utility bill printing and mailing services, as well as a contractor to handle natural gas facilities relocation.

While summer may be a time for leisurely family vacations and lazy days by the pool for many Barrow County residents, it's still business as usual at . Earlier this month, the city of Winder issued a request for proposals and a request for bids for two upcoming projects within the municipality. The first solicits proposals from vendors interested in providing printing and mailing services for the city, while the second seeks bids from contractors for the relocation of natural gas facilities along Broad Street.
The RFP involving utility bill printing and mail services was posted June 18. The City of Winder provides water, sewer, garbage, natural gas and other miscellaneous billing services for a population of approximately 35,000. The customer billing process entails:
- Approximately 16,500 customer accounts divided into three (3) cycles;
- Each customer receives a monthly bill 12 times per year which is printed from a form overlay from the software onto 8 ½ X 11 paper;
- Billing data is produced on the Incode software;
- Bills are mailed via first class pre-sort mail;
- Messages will be routinely included in the billings from various city departments;
- Additional inserts mailed with the utility bills;
If selected, the vendor will be expected to print and mail bills monthly for all three cycles (city will submit the files in an adobe format for printing) on 8 ½ x 11 paper with a perforated payment stub; and postage shall be First Class Automation Rates, presorted down to the lowest possible USPS rate. Sealed proposals are currently being accepted at city hall now through 2 p.m. Friday, July 13. Each bidder must submit three copies of their proposal, enclosed in a sealed envelope or box, addressed to Leslie Henderson, Finance Director, P.O. Box 566, Winder, Georgia, 30680-0566.

The RFB involving natural gas facilities relocation along Broad Street was first advertised June 14. The city of Winder seeks separate sealed bids for the construction of new 6-inch, 3-inch and 2-inch steel gas mains and other related facilities. Bids are being accepted now through 2 p.m. Thursday, July 12 and will then be opened and read aloud at at 2:15 p.m.at the . Construction activities for this project will generally include the installation of approximately 260 linear feet of steel natural gas main, line valves and appurtenances.
