Brookhaven Adopts Purchasing Card Policy

City leaders say the new policy will provide tight controls on spending.

The Brookhaven City Council on Oct. 27 approved a purchasing card policy that will help make the city more efficient as well as provide tight controls on spending.

“We have had a very good policy in place that did require receipts and accounting for any expenses,” said Mayor Rebecca Chase Williams. “But this new policy is very clear, very tough. Employees could be fired for any unauthorized use.”

The new policy mirrors the state’s policy, and will mean purchases will be tax exempt, can be monitored in real time by the city’s designated card administrator; and certain vendors and items can be blocked.

Only nine Brookhaven city employees and no elected officials have purchasing cards. The spending limits vary by department.

“The key to this is accountability,” said Finance Director Carl Stephens. Users will be able to submit receipts online, and the city’s card administrator will have the ability to shut cards down at any time.
