The city was rated best at travel costs and ease of travel, but didn't do as well when local prices were factored in.

ATLANTA, GA — It may not be have a white Christmas, but Atlanta is still one of the best cities in the country to visit for the holidays, according to a new report.
The city landed at No. 11 out of more than 60 metro areas on Wallethub's 2017 list of Best Winter Holidays Destinations For Cold-Weather Lovers.
WalletHub ranked the cities based on six categories: travel costs and hassles, local costs, attractions, weather, cold-weather activities, and safety.

Atlanta ranked highest in "Travel Costs and Hassles," coming in at No. 2 overall. We're assuming Hartsfield-Jackson Atlanta International Airport gets some credit for that high ranking (and are also guessing they haven't seen rush-hour traffic on a Friday afternoon around here).
Atlanta finished 8th overall in terms of the best cold-weather attractions, but fell all the way to 20th when it came to local costs.

Coming in at the top of the cold-weather list was Chicago, followed by Portland, Washington D.C. and Pittsburgh. Among warm-weather destinations, Orlando, Las Vegas, San Diego and Austin topped the list.
"Compared with other rankings that focus on each destination's scenic quality, this report focuses primarily on the cost and convenience of traveling to each location as well as its affordability," the report states. "It also ensures that the number of attractions and variety of activities in each destination will keep everyone busy and entertained throughout the trip."
We're not quite sure how Atlanta made it onto the cold-weather list instead of the warm-weather one. But, that's how Wallethub did it.
Although, according to the Farmer's Almanac, Georgia is in for a chillier and rainier winter than usual this year.
