According to spokeswoman Jennifer Ross, 18-year-old Daquantis Andrews of DeKalb County was arrested on March 26 and faces charges of loitering or prowling, armed robbery, and criminal attempt to commit theft of a motor vehicle.

Ross said that a sergeant was patrolling around the Decatur Library on Thursday due to an increase in vehicle thefts in the area. Once at the library, he noticed three young men loitering in the area; one was looking in the windows of vehicles in the parking deck while the other two were near the joint entrance and exit.
