Just Wondering About Tax Commissioners Educational Background

Just wondering about the Tax Commissioners background.

'Dr' Arthur Ferdinand has been both the appointed and elected Tax Commissioner for 5 terms now.  I was looking into his background and was able to 'verify' to a certain extent some of it.

However, on his web site Arthur Ferdinand claims several degrees from 'London University, England'. 

I don't find any listing for such a University.  Do any of you know about this Univ or any other info on his Bsc and Ph.D credentials from there in the 60's?  I guess my question really is:  Does he have actual degrees from a 'real' University in England or did he make it up or just by a degree from a diploma mill?  Any info people?
