He was a husband and father of two children and "the victim of a carjacking that led to his death," police said.
Tejada picked up Simmons around 4:15 a.m. at Rangewood Drive and took him to Groveland, police said.
Simmons was then accused of getting out of the backseat, shooting Tejada and leaving him in the roadway. The incident was captured on Ring camera footage, police said.
Detectives identified the SUV and determined it belonged to Tejada, police said. They tracked it to a Hardwood Circle home in Lilburn around 1 p.m., police said.
Simmons was seen leaving his home and walking in the roadway when officers then detained him without further incident, police said.
Police said Tejada had been working as an Uber driver to provide for his family.
"We extend our deepest condolences to the Tejada family during this incredibly difficult time," police said in a news release.
