Police spokeswoman Cpl. Michele Pihera said not all witnesses have been cooperative with investigators, but that detectives determined the two victims and another person were in the parking lot near a Sonic restaurant.

The driver of an SUV parked near them and a passenger in the SUV pulled a firearm and began shooting at the victims, police say.
