According to information presented in court, a 14-year-old boy reported to Duluth Police in June 2013 that he had been sexually assaulted from Dec. 2012 to Feb. 2013 at Pell’s home on Bromley Rowe.

The boy was initially paid to do yard work, but Pell later began propositioning him. In late 2012, Pell took explicit photos and began sexually abusing the teen, after which he would give the boy money and take him out for meals.

Prosecutors said Pell brought older teens to his home to sexually assault the boy. Pell took photos of the assaults.

During the investigation, police found two other minors who were assaulted by Pell. Police found the child pornography on a camera and computers at Pell’s home.

“The repeated acts of sexual abuse committed by Pell are appalling” said United States Attorney Sally Quillian Yates. “We applaud the victim who had the courage to come forward and expose this abuse; he likely saved other young boys from the same fate.”
