Police: Fake Eye Doctor Accused of Fraud

A Gwinnett County man faces numerous charges for allegedly posing as an eye doctor for several years to treat patients and bill insurance companies.

Police are looking for Choon Kyung Kim, who runs an eye care office on Satellite Boulevard, where he allegedly carried out the fraud.

Arrest warrants for Kim charge him seven counts each of identity fraud, insurance fraud and practicing optometry without a license.

Gwinnett Police said in a press release the investigation into Kim’s practice began after a real doctor, Dr. Alton Provost, told police Kim had been using his identity to treat patients.

“Provost alleged that since 2009, Kim had used the identities of multiple doctors (including himself) in order to provide optometry examinations to multiple patients,” Gwinnett Police Cpl. Deon Washington said in the news release. “The patients did not know that Kim was not a doctor and that Kim was using Provost’s credentials to facilitate multiple medical insurance billings. Over several years, Kim examined and collected significant amounts of patients and money as a result of such practices.”

The doctor told police he just recently became aware of the suspected fraud after receiving collection letters from insurance providers. Provost also collected substantial evidence against Kim, police said.

Investigators with the Gwinnett Police Electronic and Financial Crimes Unit served a warrant on Kim’s office, located at 3751 Satellite Blvd Suite 200 in Duluth, and collected around 30 boxes of evidence.

“Research of the evidence collected resulted in confirmation of Dr. Provost’s allegations,” Washington said.

Kim’s whereabout are not known.
