Police responded to an unknown medical call in the area after the women called from a nearby home. The women told police they were walking on East Jones Bridge Road to Holbrook and while on the bridge over the creek they saw a bicycle lying between the bridge and the roadway.

They looked further and saw the man facedown in the creek.

Authorities determined the man had been dead for several hours, according to the incident report.

Police believe Rudder lost control: “There is a tire track to the left of the sidewalk and it appears that the male went off of the sidewalk and onto the moss before hitting a small concrete barrier on his bike and catapulting himself into the shallow creek,” the incident report stated.
