Two Charged With Performing Sex Act For Hire At Massage Parlor

Two women at Lily Massage in Woodstock were arrested Thursday following a two-month investigation.

WOODSTOCK, GA — Two women were arrested and charged with allegedly providing a sexual act for hire at a massage business in Woodstock.

Shuqing Fei and Ping Yao, both employees of Lily Massage at 12926 Highway 92 Suite 900, are each charged with one count of masturbation for hire, jail records released by the Cherokee Sheriff's Office show.

Woodstock police spokesperson Brittany Duncan said the agency received a tip about alleged illegal activity at the business, and the Criminal Investigations Unit launched an investigation into the operations.

Both women were arrested Thursday, July 13 after a two-month investigation, she added. City Manager Jeff Moon has suspended the establishment's business license as permitted by Woodstock's ordinance.

Duncan said this establishment has been owned by this group of for a little more than a year. City staff note the business's current license was issued in August 2015.

City staff members also note it's not the first time Lily Massage has come on the radar of code enforcement officials. On Nov. 22, 2016, the business was inspected for compliance with city ordinances. Upon inspection, Lily Massage failed due to violating code sections stating massage therapy doors should not be capable of being locked and not having licenses posted in prominent place. The business was re-inspected on Dec. 14, and corrected the code violations.

The city notes it inspects all massage therapy establishments about twice a year.
