Usher was elected in 2014 during a special election to serve out the unexpired term of Tessa Basford, who passed away in October.
Ward 4 incumbent Liz Baxter is seeking re-election to a second term, and will face off against Tracy Collins.
Both Collins and Baxter have served as the Ward 4 representative at one time or another. Baxter served on the council for four terms before she was defeated by Collins in 2007. Baxter challenged Collins in 2011, and placed back into office by city voters.
Polls will be open from 7 a.m. to 7 p.m. Tuesday, Nov. 3.
