Council members approved the ordinance to establish the district as well as the boundaries for the area.
The change allows a restaurant where sales total more than 50 percent in food to allow patrons to take drinks to go in clear plastic cups, which can't exceed 16 ounces.

The 50 percent threshold would exclude bars.
Furthermore, licensees will be prohibited from setting up service areas outside their premises and can't allow beverages to be removed after midnight. Patrons will not be allowed to drink from anything other than clear plastic cups or from containers taken anywhere except from an establishment.
The carry-out policy will be allowed within the district with the exception of public parks, schools, churches, daycare facilities or anywhere private property owners/tenants don't allow it. Woodstock's amphitheater under construction would be considered separately.
The entertainment district boundary would pick up the commercial areas in the central business district along Main Street between Fowler Street to the south and the area where Main Street intersections with Rope Mill Road to the north.
Side streets included in the boundary map include a segment of Market Street, Wall Street, Oak Street, Elm Street, Chambers Street and East Main Street.
Other cities that have adopted similar ordinances include Acworth, Roswell, Alpharetta, Canton and the mixed-use development, Avalon.
