New Illinois Laws 2020: Insurance
Review the new laws that will take effect on Jan. 1, 2020.

Drugs Prior-Authorization Form (HB 2160) - Directs the Department of Insurance and Department of Healthcare and Family Services to create a uniform, electronic prior authorization form for processing prescription drug benefits on or after July 1, 2021.
Organ Donor Protections (HB 2847) - Prohibits insurance companies from discriminating against living organ donors, makes it unlawful for an employer to retaliate against an employee for requesting or taking a leave to donate an organ, and requires the Secretary of State to create an organ and tissue donor registry.
Coverage for Skin Cancer Screening (HB 3113) - Requires insurance providers to cover skin cancer screenings without any cost-sharing requirements.

Epinephrine injector Coverage (HB 3435) - Requires insurers to cover medically necessary epinephrine injectors for persons under 18 years old.
Hospital-Health Insurance Posting (HB 3487) - Requires hospitals to post information on how to enroll in health insurance through the Illinois health insurance marketplace.

Insurance Code-Hearing Aids (HB 3503) - Requires insurers to offer optional coverage for hearing instruments and any related services for all individuals 65 years old and older when so prescribed by a hearing care professional.
Dental Anesthetics (SB 111) - Raises the age of eligibility for certain individuals diagnosed with autism spectrum disorder or a developmental disability to receive coverage for anesthetics provided in conjunction with dental treatment from 19 to 26.
Insurance Guaranty Fund (SB 1377) - Adds a reason for the Director of Insurance to reject a plan of division of an Illinois Domestic Stock Company.
Regulatory Sunrise Review Act (SB 1756) - Prohibits any health maintenance organization from passing the cost of the MCO tax assessment on to consumers as a discrete addition to their premiums. Extends penalties for noncompliance in order to protect all consumers with commercial health insurance.
Collaborative Care (SB 2085) - Mandates insurance coverage for benefits delivered through the psychiatric Collaborative Care Model.
