Man Points Gun At Driver Following 'Loud Bang': Des Plaines PD

A 78-year-old Des Plaines man was charged with felony aggravated unlawful use of a weapon (threat of violence against a person).

DES PLAINES, IL — A Des Plaines man was arrested last week after he reportedly pointed a gun at a driver, who had exited their car at a stop sign. Richard Kedzior, 78, was charged with felony aggravated unlawful use of a weapon (threat of violence against a person) and aggravated assault, a misdemeanor.

Police said Kedzior, who has a valid CCL and FOID, was released following his arrest. The Cook County State's Attorney's Office approved the charges.

Police responded to the intersection of Riverview Avenue and Orchard Street on Jan. 17 for a report of a person displaying a firearm. The person, later identified as Kedzior, was wearing a grey hooded sweatshirt, a navy-blue vest, and blue jeans. Police said he had left the area on foot and was later found walking in the 1700 block of White Street, where he would be taken into custody. During a pat down, police found a small black handgun in a holster on Kedzior's right hip, his Conceal Carry License and Firearm Owners Identification Card in his left inner pocket.

Soon thereafter, police went to the home of the victim, who told them he and some friends were driving southbound on Orchard Street and came to a stop at the stop sign at Riverview Avenue. While stopped, the occupants of the vehicle heard a loud bang on the driver's window, and the driver got out to look.

Kedzior was reportedly standing outside the vehicle, yelling at him. The victim asked why Kedzior hit the window and in response, Kedzior reportedly removed a small black handgun and pointed it at him. While pointing the gun at the victim, Kedzior demanded he get back into the car, to which the victim complied and then drove away. The victim subsequently called 911, describing the incident and Kedzior's description to the Cook County Dispatch Center.

Kedzior was escorted to a police squad car and taken to the Des Plaines Police station. Once there,
Kedzior was given his Miranda Rights, and he reportedly made a statement to the officers. Kedzior said he was on a walk around his neighborhood and, due to previous incidents, carries his firearm on his person during said walks. Kedzior denied any conversation or confrontation and said he did not remove the firearm from the holster at any point.
