Martin McLaughlin is pushing to bring lawmakers back to Springfield to consider his proposal aimed at keeping the Chicago Bears in Illinois, even if they leave Chicago. He and other northern Illinois legislators are split over whether major public incentives for a new stadium, possibly in Arlington Heights, are worth it, and how seriously to take the team’s new focus on Hammond, Indiana.
