Democratic Incumbent Fran Hurley Wins Third Term: 35th District State House 2016 Election Results

State Rep. Fran Hurley wins handily over GOP challenger Victor Horne.

CHICAGO, IL -- Democrat incumbent Fran Hurley cruised easily into her third term as state representative for 35th District in the Illinois General Assembly.

The Mt. Greenwood native handily beat GOP challenger Victor Horne, of Beverly, winning 65 percent of the vote to Horne’s 35.

Illinois’s 35th House District represents all or portions of Chicago’s Beverly, Mt. Greenwood and Morgan Park neighborhoods, and suburban Merrionette Park, Palos Heights, Palos Park and Orland Park.

Democrat Fran Hurley is making her third run for the 35th District in the Illinois House of Representatives. Hurley, who hails from Chicago’s Mt. Greenwood neighborhood is running in one of the Dem-heavy South Side and south suburbs’ few contested races.

Hurley is being challenged by Republican Victor Horne, of Chicago’s Beverly neighborhood, in the Nov. 8 General Election.

According to her campaign bio, Hurley has worked as an aide for former Alderman Ginger Rugai and current Ald. Matt O’Shea in the 19th Ward. She usually appears at public events with associated 18th District Senator Bill Cunningham.

Hurley has been chief sponsor of three Illinois House bills that were signed into law, including requiring barbers, hair stylists, cosmetologists and nail technicians seeking licensure to complete domestic violence awareness training; a provision that driver’s education programs include instruction on proper procedures for law enforcement traffic stops; and fines for persons falsely representing themselves as active military, a reservist or veteran in order to receive money or some other benefit.

She has received the endorsements of fire, police, public, teachers and trade unions. Hurley says she is a full-time legislator and lifelong resident of the 35th District. She worked as an aide for former Alderman Ginger Rugai and current Alderman Matt O’Shea in Chicago’s 19th Ward.

GOP challenger Horne served in the U.S. Army during the Vietnam War. Following his honorable discharge, he completed his seminary education at Aenon Bible College. Horne is an ordained minister and has volunteered for many years as a Bible teacher at Cook County Jail and a Sunday school teacher at his church. He’s worked for more than 15 years for the Illinois Department of Agriculture as a compliance investigator. Horne lives in Beverly with his wife, Barbara, according to his campaign bio on the Cook County Clerk’s website.

Horne supports pension reform, local elected school boards, term limits for elected officials, and a budget compromises between democrats and republicans in the Illinois General Assembly. He is endorsed by the Illinois Federation for Right to Life and Taxpayers United of America.
