Felony Charge Approved For Driver: Buffalo Grove Police Blotter
A Round Lake Beach man is accused of violating the driving while license suspended for DUI law for the fourth time, according to police.

BUFFALO GROVE, IL — The following information comes from the Buffalo Grove Police Department (except when noted) and court records as a record of incidents reported to police and those arrested on criminal charges, which represent accusations by the state that are often dropped or reduced.
Updated information may be available from the Lake County Clerk of the Circuit Court. Everyone arrested is presumed to be innocent unless found guilty in court beyond a reasonable doubt.

- Teray Whisby, 50, of the 3300 block of Kenilworth, Berwyn, is accused of driving under the influence of alcohol, driving under the influence of alcohol with a blood alcohol concentration level of .08 or more, and was arrested at 9:06 p.m. Nov. 2, in the 30 block of Dundee Road. Officers saw a vehicle swerving in the roadway while traveling eastbound on Dundee Road, approaching Buffalo Grove Road, when they pulled it over. Whisby was also issued citations for improper lane usage, transportation of open alcohol by a driver. He was released after posting a $3,500 bond and was assigned a court date of Nov. 23.
- Todd A. Horowitz, 43, of the 20 block of Longridge Court, Buffalo Grove, is accused of driving under the influence of alcohol, driving under the influence of alcohol with a blood concentration level of .08 or more, and was arrested at 12:50 a.m. Nov. 6, in the 50 block of Longridge Court. Police observed a vehicle swerving in the roadway while traveling westbound on Deerfield Road when they pulled Horowitz over. He was also cited for not having a rear registration plate light. He was released after posting bond and was assigned a court date of Dec. 14.
DRIVING ON A SUSPENDED/REVOKED LICENSE
- Christian D. Avalos Calderon, 28, of the 300 block of Chariot Road, Wheeling, is accused of driving on a suspended license, operating a motor vehicle with a suspended registration, operating an uninsured motor vehicle, and was arrested at 11:17 p.m. Nov. 3, in the 1000 block of E. Deerfield Parkway. He was released after posting bond and was assigned a court date of Nov. 18.
- Jose Zaldivar Serrano, 46, of the 200 block of 8th Street, Wheeling, is accused of driving on a revoked license with three prior convictions for the same infraction, operating an uninsured motor vehicle, using an electronic communication device while driving, and was arrested at 5:20 p.m. Nov. 6, at Arlington Heights Road and Bernard Drive. No bond was set in the case and he was assigned a court date of Nov. 7.
- Adrian Garcia-Garcia, 21, of the 1500 block of Pine Grove Avenue, Round Lake Beach, is accused of driving on a suspended license, and was arrested at 2:13 a.m. Nov. 7, at N. Arlington Heights Road and Checker Drive. As Garcia was in violation of driving on a suspended driver's license for the fourth time while it had been suspended for a DUI violation, felony charges were approved. A court date of Nov. 7 was approved.

INCIDENTS
SUSPICIOUS INCIDENT
A Palmgren Court resident reported at 10:57 p.m. Nov. 3, she saw someone with a flashlight look into her car, which was parked in the front driveway of the home. Police watched a video of the incident. The resident said nothing was missing from the car and nothing appeared to be disturbed inside the car.
TRAFFIC INCIDENT
Police observed a gold-colored Toyota Camry, with dark-tinted windows, traveling southbound on Buffalo Grove Road and Bernard at 10:02 p.m. Nov. 6, at N Buffalo Grove and E. Hintz roads. Police activated their vehicle's emergency lights in an attempt to initiate a traffic stop at Buffalo Grove Road just north of Dundee Road, but the car disregarded the steady red light and continued southbound on Buffalo Grove Road at a high rate of speed. Police lost sight of the car and terminated the pursuit when they noticed the driver was not going to stop. A motorist driving northbound on Buffalo Grove Road told police she saw the car traveling at a high rate of speed. Dispatch notified Wheeling police with a description and directions of the travel of the vehicle.
