Lyft Driver Kicks Out Maskless Rider; Drunken Barber: Blotter

BUFFALO GROVE, IL — The following information comes from the Buffalo Grove Police Department (except when noted) and court records as a record of incidents reported to police and those arrested on criminal charges, which represent accusations by the state that are often dropped or reduced.
Updated information may be available from the Lake County Clerk of the Circuit Court. Everyone arrested is presumed to be innocent unless found guilty in court beyond a reasonable doubt.
ARRESTS

- Robert Alan Felde, 55, of the 21300 block of W Danny Lane, Lake Villa, is accused of driving under the influence of alcohol with a blood alcohol concentration greater than .08, driving under the influence of alcohol, illegal lane usage, and was arrested 5:22 p.m. Nov. 26 at St. Mary's Church, 10 N Buffalo Grove Road. Bond was set at $1,000, and he was assigned a court date of Dec. 9 in Waukegan.
- Daphne Mary Quigley, 61, of the 600 block of Windsor Drive, Fox Lake, is accused of driving under the influence of alcohol with a blood alcohol concentration above .08, driving under the influence of alcohol, driving left of a center lane on a four-way highway, and was arrested 8:13 p.m. Nov. 22 at Arlington Heights and Lake Cook roads. Her bond was set at $1,000, and she was assigned a court date of Dec. 11 in Waukegan.
INCIDENTS
THEFT OF SERVICE
A resident in the 700 block of Grove Drive reported at 5:46 p.m. Nov. 27 that they saw a non-resident of a condo association dumping trash in the association's trash dumpster. The resident told police that after the person left, they went to the dumpster and located the boxes the person had placed in them. The resident found shipping labels addressed to someone, whom they asked police to contact regarding the incident. Police told the resident they would contact the individual but asked them to report future incidents to the association management. Police made contact with the person who admitted they placed boxes in the trash. They were warned it could be a theft of service charge.

CREDIT CARD DECEPTION
A Madiera Lane resident called police at 3:27 p.m. Nov. 25 to report they were notified by their bank of suspicious transactions made with a debit credit card. Transactions included a $744 charge to a liquor store in New Jersey and a $922 charge to a liquor store in North Carolina. The resident canceled their credit card and had a new one issued.
PUBLIC COMPLAINT: DISPUTE NON-SPECIFIC
A Courtland Drive resident reported at 10:56 a.m. Nov. 23 that while walking their dog they were confronted by another homeowner. The homeowner was out on their balcony and used profanities in telling the resident to remove the dog from their garden.
PUBLIC COMPLAINT
Police responded to K-1 Speed indoor racing center, 301 Hastings Drive, at 8:34 p.m. Nov. 25 following a complaint that the business was open and operating outside of COVID-19 restrictions. When police arrived, five customers were racing on the track. Police met with the manager, who said they had been advised to come to work, but were to maintain safety standards such as wearing a mask. They told police that they believed the business was maintaining operations because they did not receive any direction from their legal team. Police advised the manager if the business operated outside the Village's order, it could result in fines and/or penalties against their license. The manager said they would tell their supervisor and close for the night. A similar complaint had been made on Nov. 23.
FORGERY
The owner of a business in the 300 block of W Half Day Road reported at 11:56 a.m. Nov. 25 that a fraudulent check was made against their business account. The account balance was low and the owner discovered a fake check for $7,812.51. The check contained the business banking account information, but does not appear or look like the authentic business checks, according to police. The owner reported the forgery to their bank.
INFORMATION FOR POLICE
A Dogwood Terrace resident called police at 5:36 p.m. Nov. 28 to report that when reviewing their recent bank statement they noticed 12 checks written to multiple people they did not know. The people issued and signed the checks between Nov. 3-27 totaling $21,201.12. The resident said they did not authorize anyone to issue and use their bank account. The resident canceled the account and was told by their bank to file a report with police for the fraudulent activity.
CUSTOMER/MANAGEMENT DISPUTE
A Lyft driver called police at 12:14 p.m. Nov. 21 to report a customer they had picked up in Wheeling for a drive to Carpentersville was refusing to wear her mask correctly while in the car and became hostile when asked to wear it correctly. The driver pulled into the FedEx parking lot on W Dundee Road and told the passenger they weren't going to drive her anymore and asked her to get out of the car. The woman refused. She said she didn't know the area and no longer felt safe in the car with the Lyft driver. The driver canceled the ride and police drove the woman back to Wheeling where she had been originally picked up.
INTOXICATED PERSON
A customer at a barber shop in the 200 block of W Dundee Road called police at 5:09 p.m. Nov. 21 to report a barber was intoxicated and not wearing a mask while giving the caller a haircut. When police arrived, the barber was not wearing a mask though it was after business hours. The barber told police to leave when informed of why they were there. Police noted a strong odor of alcohol coming from the barber's breath and an unsteady gait. Family were called to take him home after the Buffalo Grove Fire Department evaluated him due to the intoxication. He signed a refusal for transport before family took him home.
