1) No bond for Chicago tenant accused of killing, dismembering landlord. A judge ordered Sandra Kolalou, 36, of Chicago to be held without bond on allegations she killed her landlord and stuffed her remains into a freezer after learning she was going to be evicted. Kolalou was charged with first-degree murder, concealing a homicidal death and aggravated assault with a deadly weapon in the death of 69-year-old Frances Walker. Kolalou was a boarding tenant of Walker's at a home in Chicago's West Ridge neighborhood.

2) Metra seeks public comment on new strategic plan. Metra is soliciting public feedback on a draft of its new 2023-2027 strategic plan. The draft, titled "My Metra, Our Future," focuses on identifying and addressing the operational and financial challenges of a post-COVID world. Some of those challenges include changes to commuting patterns, demands for new service options and the need to attract and retain workers. Those interested are urged to review the draft and provide comments via a survey.

3) City Council members unleash complaints about dogs on the loose in Chicago. Pet owners have been letting their unleashed dogs run wild in parks and other public areas, triggering threats of violence and physical confrontation. During a City Council budget hearing yesterday, Animal Care and Control Executive Director Mamadou Diakhate heard complaints from aldermen about pet owners ignoring the law requiring they be restrained while in public. Ald. Scott Waguespack (32nd) first raised the issue: "What we've seen is a serious escalation in violent acts between dog owners or parents — to the point where we've got people threatening each other with guns. Coming into our office saying they're gonna go out and shoot somebody if they see their dog out there again."

4) Rare Al Capone letters from prohibition days to be auctioned. Three rare letters from Al Capone, written during his prohibition days in Chicago, will be auctioned off Nov. 9. The letters were sent to friends William and Lowrene Sells, brothers who owned Capone's favorite resort in Wisconsin, and include stories of ordering from a bootlegger, an attempted assassination and real estate in Wisconsin. They are the only letters known to have survived Capone's heyday as a leading Chicago gangster. They will go on sale for the first time through Hindman Auctions, with the cheapest letter expected to go for at least $3,000 and the most expensive starting at $12,000.
