51 New Felony Charges Filed Against St. Charles Man In ‘Upskirt’ Video Case

A forensic search of Jascent M. Harvey's phone uncovered hundreds of secretly recorded "upskirt" videos, according to report

ST. CHARLES, IL — Authorities say a St. Charles man is facing 51 additional felony charges after secretly recording hundreds of “upskirt” videos of women over several years.

Authorities say a forensic search of Jascent M. Harvey's phone uncovered more than 400 unauthorized videos taken between 2017 and 2025 at multiple suburban locations, according to the Daily Herald. The new charges against Harvey, 36, include counts related to child sexual abuse material, unauthorized recording under clothing and videotaping a person’s intimate parts.

The most serious charges are Class X felonies, which carry potential prison sentences of six to 30 years if he is convicted.

Locations where Harvey took photos included:

  • Retail stores, banks and office buildings in Algonquin, DeKalb, Geneva, Elgin, Naperville, South Elgin, St. Charles and Wheaton
  • Public libraries in Batavia, DeKalb, Elburn, Geneva, St. Charles, North Aurora, West Chicago, Sycamore and Wheaton
  • Government buildings in DeKalb, Elgin and Aurora
