Deerbrook Residential Development Granted Final Village Approval

A plan for a 246-unit housing development steps from the Lake Cook Road Metra station received unanimous support from trustees Monday.

DEERFIELD, IL — Village trustees granted final approval Monday to plans to build a 246-unit residential development on the west side of the Deerbrook Shopping Center parking lot. The Deerfield Village Board voted unanimously in favor of a package of ordinances permits allowing developer Reva Development Partners and property owners Gateway Fairview to start building an apartment building and townhouses at the southwest corner of Waukegan and Lake Cook roads, less than 200 yards southeast of the Lake Cook Metra station.

"Thank you for all the cooperation and the good will that we have with this development," Deerfield Mayor Harriet Rosenthal said after the vote. "We are looking forward to seeing it come to fruition."

The plans calls for the demolition of the existing structures on the 10.78-acre site and replacing them with a five-story apartment building with 186 units and an attached four-story parking garage. It will include 122 one-bedroom units, 54 two-bedroom units and 10 studios.

Townhomes surrounding the building will range from 1,500 to 2,100 square feet. According to the plans, 42 of them will built with three-bedroom designs and the other 18 with two bedrooms. The 62-foot-tall apartment building will be surrounded by 60 townhouses, along with two acres of green space, including a dog park, pool and multiple courtyards and garden spaces.

The developers will be responsible for building and maintaining a walking path to the Lake Cook Metra station, according to the terms of the special use permit approved by trustees.

Reva Development Partners previously agreed to set aside 18 units as affordable housing after consultation with village staff. Deerfield does not have an affordable housing requirement as part of its zoning code.

Those units will be rented to families making 120 percent of the metro area's median income for the next 25 years. As of April 2019, that equated to nearly $75,000 for a single person, about $85,500 for a couple and and almost $107,000 for a household of four, according to data from the U.S. Department of Housing and Urban Development.

The issue of developers providing affordable units as shopping centers add multi-family residential components was also raised in discussions over the planned redevelopment of Northbrook Court about 1½ miles to the east. In the final version of the agreement approved June 11, the developers volunteered a $750,000 seed money payment.

The first phase of construction could begin before the end of the year, with the developers hoping to complete the apartment building by the end of 2021.
