'Public Works Employees' Use Ruse To Burglarize Home: Blotter

The "worker" told the resident he needed to check the home's water for possible contamination, while others snuck in: Riverwoods Blotter.

RIVERWOODS, IL — The following information comes from the Riverwoods Police Department and court records as a record of police activity, including incidents reported by the public and those arrested by police. Criminal charges represent accusations by the state and are often dropped or reduced. Updated information may be available from the Lake County Clerk of the Circuit Court.

Every person arrested is presumed innocent unless proven guilty beyond a reasonable doubt in a court of law.

  • James J. Lynch, 23, of the 1700 block of Henley Street, Glenview, is accused of speeding, improper passing in a no passing zone, driving under the influence of drugs, and was arrested at 1:30 a.m. April 5, near Deerfield Road and Hiawatha Lane. He was released on a $3,000 bond and assigned a court date of May 11.
  • Sheila Anne Boyd, 19, of the 1100 block of Jamie Lane, Homewood, is accused of speeding, improper lane usage, driving under the influence of alcohol, and was arrested at 2:15 a.m. March 16, near Deerfield Road and Oakhurst Lane. She was released on a $3,000 bond and assigned a court date of April 13.
  • Vadim Dzgoev, 41, of Aventura, Florida, is accused of speeding, driving under the influence of alcohol, and was arrested at 3:22 a.m. March 20, near Lake Cook and Portwine roads. He was released on a $3,000 bond and assigned a court date of April 13.
  • David Dvorkin, 22, of the 1000 block of Lakeland Court, Wheeling, is accused of speeding, driving under the influence of alcohol, and was arrested at 12:37 a.m. March 3, near Lake Cook and Portwine roads. He was released after posting a $3,000 bond and was assigned a court date of April 13.
  • Olin David Baskerville, 50, of the 1800 block of Gray Avenue, Evanston, is accused of speeding, driving while under the influence of alcohol, and was arrested at 1:41 a.m. Feb. 12, near Lake Cook and Portwine roads. He was released on a $3,000 bond and was assigned a court date of March 16.
  • Luis Jose Manzano, 34, of the 0-100 block of Yorktown Shopping Center, Lombard, is accused of speeding, driving under the influence of alcohol, and was arrested at 9:53 p.m. Feb. 22, near Deerfield and Thornmeadow roads. He was released on a $3,000 bond and was assigned a court date of March 23.
  • Joseph David Hernandez, 31, of the 1800 block of N. Goodwin Drive, Palatine, is accused of speeding, driving while license suspended, operation of an uninsured motor vehicle, driving under the influence of alcohol, and was arrested at 1:06 a.m. Feb. 8, near Lake Cook and Portwine roads. He was released on a $3,000 bond and assigned a court date of March 9.

CRIMINAL DAMAGE TO PROPERTY

Kevin G. Parker, 36, of the 8500 block of St. Louis Street, Skokie, had a warrant out of Lake County for criminal damage to property, and was arrested at 12:30 a.m. March 27, near Lake Cook and Portwine roads. After not posting bond, he was taken to Lake County Jail for a bond hearing.

INCIDENTS

RUSE BURGLARY

Police responded at 4:12 p.m. Feb. 11, to a residence in the 1900 block of Rollingwood Lane for a report of a ruse burglary, which had occurred earlier in the afternoon. A suspect described as a male, in his late 40s, wearing a yellow vest and facemask, rang the doorbell and portrayed himself as a County Public Works employee who needed to check the victim’s water for possible contamination. While the resident was distracted in the kitchen with the alleged County employee, other subjects entered the residence and removed jewelry, IDs and cash. The subjects left the area in a dark-colored, 4-door pick-up truck. The investigation is ongoing.

RESIDENTIAL BURGLARY

Police responded at 7:09 p.m. Feb. 25, to a residence in the 600 block of Thorngate Lane for a report of an attempted residential burglary which had just occurred five minutes earlier. Two suspects dressed in dark clothing, hoods and wearing backpacks attempted to gain entry to the residence by way of breaking a rear window. The suspects fled the area on foot, possibly upon realizing the residence was occupied. No entry was gained. The investigation is ongoing.
