Jim Rhoades' legacy lives on through new law enforcement scholarship fund (northernstar.info) ā A new Jim Rhoades Law Enforcement Scholarship Fund will support DeKalb High School graduates pursuing policing careers, honoring the cityās longest-serving officer. Created through the DeKalb County Community Foundation by his family, the fund opens for applications Feb. 1 and closes April 1 next year, with students able to apply online for multiple local scholarships.
