Council To Review Proposal For 184-Unit Apartment Complex On 31st Street In Downers Grove
If approved the Forest Trail Luxury Apartments redevelopment would replace an existing office building at 1020 31st St. in Downers Grove.

DOWNERS GROVE, IL — On Tuesday, village commissioners will have a first reading of a proposal to build a 184-unit housing complex at 1020 31st St. in Downers Grove.
The 5.8-acre site is currently occupied by an office building and parking garage.
Petitioners Neder Capital Services LLC plans to convert the office building into a multi-unit apartment building that would include a lounge area, sports courts, a dog park, co-working spaces and a deck.

The petitioners have requested approval for the planned unit development and rezoning of the property to allow for the redevelopment. Plans for the redevelopment include facade changes to the building for balconies and for aesthetic redesigns.
Petitioners also plan to reduce the number of parking spaces onsite from 750 to 612, as the existing parking lot's second floor will be transformed into the complex's shared amenity deck.

At a June 15 meeting, the Downers Grove Planning and Zoning Commission voted 6 to 1 to recommend approval of the requests. According to village documents, the commissioner who voted against the recommendation expressed that they wished there had been more time to review the project's sanitary sewer capacity and "have a conversation with the school districts."
Ahead of the June planning commission meeting, "numerous members of the public" shared concerns, according to village documents.
These included concerns about traffic at the Highland Avenue and 31st Street intersection, housing affordability and how property taxes will be impacted.
The first reading of the proposal will be held at Downers Grove Village Hall on July 7 at 7 p.m.
