Man Caught With Pants Down Outside Downers Grove White Castle: PD

DOWNERS GROVE, IL — A Lemont man faces public indecency charges after he was allegedly seen masturbating in the parking lot of a TJ Maxx in Downers Grove Friday. Police say Matthew P. Kimball, 36, of the 0-100 block of West Deer Lane, still had his pants down around his feet and his "penis exposed" when they tracked him down at White Castle, located at 1204 75th Street, around 9 p.m.

According to a police report, Downers Grove cops were first called to the parking lot of TJ Maxx and Homegoods for a report of public indecency. When they arrived, they were told that the vehicle in question was last seen in the parking lot of White Castle.

A woman told police that she was in the parking lot of TJ Maxx and Homegoods when Kimball was "masturbating while making direct eye contact with her" as she pulled out of her parking space.

Police got to White Castle to find Kimball slouched in the driver's seat of his car. Police say Kimball was wearing a hooded sweatshirt and had his jeans "pulled down around his feet" but tried to put his pants back on when he saw members of law enforcement approaching.

Kimball was taken into custody and later released on bond. He is set to appear in court on Dec. 26.

This is the second incident of a man arrested for publicly masturbating in Downers Grove in less than a week. Another man was arrested at TJ Maxx for allegedly masturbating in his car earlier that week.
