The officers saw Kaysing outside carrying a bottle of wine, according to the report. They asked him to put it down, which he did.

Asked about what happened, Kaysing said a woman was trying to take his bottle of wine and that she threatened to throw a stone at him, police said. He said he warned he would punch her, but had no intention to do so, police said.

Kaysing was said to be speaking "gibberish" at times. He went off on tangents calling himself a "multi-god zillionaire" with multiple satellites on him from a number of galaxies, according to the police report.

Asked whether he had been drinking, he said he had a beer earlier, police said. He agreed to speak with medics.

However, when a paramedic offered services for help, Kaysing replied, "If you move me an inch, I'll beat the f--- out of you," according to the report.

Kaysing pointed directly at her and leaned toward her, police said. She told officers she feared she would be struck.

After he did that, officers tried to arrest Kaysing. He immediately held his arms against his chest while tensing up and screaming "no" several times, police said.

Kaysing was told to stop resisting, to which he yelled, "I am resisting," the report said.

Officers took Kaysing to the ground, where he continued to struggle, police said. Officers then handcuffed him.

In a later interview, Kaysing said the woman at his home tried to take his bottle of wine from him. He said he told her, "If you move me an inch, I'm going to clock you," the report said.

Kaysing said he did not recall threatening the paramedic, but said that if he did, he "immensely" regretted it, according to the report.

Kaysing was taken to the DuPage County Jail.
