The men hid the merchandise in a "happy birthday" bag and a backpack, authorities said.
OAK BROOK, IL – Two Chicago men were arrested on Halloween after they were caught stealing $2,800 worth of merchandise from Macy's in Oak Brook, police said.
Luis Mendez-Gomez, 28, and Frank Montez-Davila, 23, both of Chicago, were charged with felony burglary and retail theft. Mendez-Gomez also faces a misdemeanor charge of driving without a valid driver's license.
About 1:30 p.m., Oak Brook police officers were in the Oak Brook Center mall parking lot when they reported seeing the two men's suspicious behavior, according to a news release from DuPage County prosecutors.

Police learned that Mendez-Gomez removed the bag and backpack from under his shirt in the store, with both filling them with merchandise and then not paying for it, police said.
A DuPage County judge denied the state's request for the men to remain in jail.
"I commend the Oak Brook Police Department for their work apprehending the defendants in this case, as well as for their ongoing efforts, particularly over the past week-and-one-half that resulted in arrest and filing of charges against nine individuals accused of stealing from the Oak Brook Macy’s store," DuPage County State's Attorney Robert Berlin said in a statement.
