The best time to water in this heat is early morning. Because of the large temperature drop at night (often 20º) the moisture can condense and stay on the plant's leaves--creating a site for types offungus, especially Powdery Mildew (see photo.) This more true as the Fall arrives and night temperatures cool further.
Furthermore, the plant can soak up the water before the water before the heat arrives.
Plant leaves most susceptible to powdery mildew are those of lilacs, beebalm, squash, and phlox.
Watering in the evning is great too if you keep the water off the plant's leaves.
