The proliferation of violent confrontations...often involving firearms as a means of settling disputes between individuals creates injuries to bystanders, has a bad effect on neighborhoods, and strains police and other first responder resources. Given that many of the "thugs" seem to believe that the only way to settle a dispute is with a gun how about bringing back legalized dueling. The duels could be held in a designated place where no innocent bystanders would get hurt, the individuals that were going to duel could sign a form which released each of them from civil liability, they would be exempt from criminal charges, and they would agree that they would NOT be entitled to medical care unless they paid for it personally. They would certainly fire into the ground or the air...or they could decide to try to kill each other. If a person knowingly entered into a duel...the outcome would be a consequence of their own actions.
